EMSA Workshop on Cargo Residues

The IPTA Secretariat was asked to present a paper at an EMSA workshop on cargo residues held on 7 December 2007 in Lisbon.  The aim of the workshop was to establish whether cargo residues were being dealt with effectively under current regulations, and IPTA gave a presentation on the situation with regard to Annex II cargoes, outlining which cargoes could legally be discharged into the sea and which might be likely to require a prewash.  We pointed out that since where a prewash is required the vessel is not allowed to leave the port until it has been performed, most chemical tanker owners will ensure at the fixing stage that charters/receivers are providing the necessary reception facilities.  The system with regard to Annex II cargo residues therefore works relatively well, obviating the need for further regulatory action on the part of the EU.
