Cleaning Additives
Regulation 13.5.2 of MARPOL Annex II makes reference to the use of cleaning additives and the type of additives that are acceptable. Additives found to meet the requirements of MARPOL Annex II are listed in Annex 10 of the MEPC.2/Circ. issued in December each year. As a consequence of the revision of MARPOL Annex II the guidelines on the evaluation of cleaning additives as laid out in MEPC.1/Circ.363 have been amended and reissued as MEPC.1/Circ.590 and it is now necessary to re-evaluate all the cleaning additives in Annex 10. All cleaning additives evaluated before 1 January 2007 will cease to be acceptable on 1 August 2010 unless they have been re-evaluated according to the revised Guidelines.
The format of Annex 10 of the
MEPC.2/Circ. will change slightly, with two columns, one indicating that the
additive in question has been evaluated in accordance with Circ.363 (i.e. before
January 2007) and one showing whether the additive has been evaluated in
accordance with Circ.590 and will therefore remain valid after 31 July 2010.
