On 28 November 2006 the United States Coast Guard issued its Navigation and Vessel Inspection Circular (NVIC) outlining its policy on implementation of the revised MARPOL Annex II in US waters. While it makes it clear that internationally trading vessels, whether US Flag or foreign Flag, must comply with the provisions of MARPOL Annex II and any relevant US laws, US Flag vessels engaged in domestic trade will be allowed to continue to operate under the old MARPOL Annex II system for the immediate future.
